Suppose the following hypothetical: I decide to cut all social programs. What happens?

First of all a President can't end social programs, that is for Congress. But lets say Congress ends all social programs. There would be an extreem raise in crime and rioting in the inner cities in the short run. Their would be widespread violence because there would be no Police to look over the welfare of the people. Likewise, fires would spread with no firefighters. Streets would wear away as there are no social programs to keep them maintained. Dead bodys of the sick and poor and elderly would stink up the former streets. Eventually a large % of Americans would be dead and our carbon footprint as a nation would shrink. People who have luck on their side and know how to farm and hunt would be the ones who survive.
