It also has a religious meaning. Milton says that being blind, he feels that he cannot serve God well, but he then erts that the most important thing is to "bear His mild yoke", that is, to submit to Him, and that God does not need "man's work". The last line sums up quite well (in order to serve, one can also "stand and wait"; one can be active by doing that only).
